feat(jpeg): Update JPEGDEC to latest supporting SIMD decode on S3 #85

Description

  • Update jpegdec submodule to latest
  • Fix bugs in decode in jpeg component

Motivation and Context

Improves speed and reliability of jpeg decoding for boxart.

How has this been tested?

Building and running on box-3-emu
